Procurement is a major activity in an organization. It is an essential function that helps the organization achieves its mission and goals. Ultimately, procurement’s objective is to acquire goods and services at the best possible cost, meeting the needs of the organization in terms of quality, quantity, location, and time.
It is observed in the past that the procurement system in the Philippines is characterized by inefficiency, fraud, outdated, inconsistent, and lack of transparency. But with the passage of the Republic Act No. 9184, commonly known as the Government Procurement Reform Act, the Philippine procurement system became rationalized and harmonized with the current international standards and best practices. The implementation of RA 9184 somehow streamlines procurement processes and monitoring of government spending by the public. One of the significant components of the Act is the provision authorizing all government agencies, including State Colleges and Universities (SUCs), to utilize a centralized electronic procurement system, currently known as the Philippine Government Electronic Procurement System (PhilGEPS) which serves as a single portal and primary source of all information on government procurement - from advertisement of procurement opportunities up to the products delivery are electronically available online. Likewise, as one of the SUCs in the country, Romblon State University (RSU) adopts various procurement reforms and best practices on budget preparation and utilization. With the initiatives from its Bids and Awards Committee (BAC) and its Secretariat, undertake training programs to increase the level of awareness on transparency, good governance, and accountability among concerned officials and employees. At the end, these innovative ways through active, focused and dedicated leadership help the University continuously upholds its mandate in providing higher education in the MIMAROPA Region which ultimately brings progress and sustains economic development in the Province of Romblon towards human resource capacity building and exemplary performance. |
Towards Performance-Based Bonus (PBB) compliance and good governance, the University in cooperation with the Department of Budget and Management (DBM)-Regional Office (IVB) and PhilGEPS (DBM-Procurement Service) will conduct a three-day seminar workshop on the orientation of RA 9184 and PhilGEPS compliance for the university’s BAC Members and Secretariat as well as for the high-ranking officials from the different campuses and procurement and supply units of the institution.
